AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, Claims Netherlands Regulator

AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has stated, raising alarms about a possible risk to democracy just eight days before the country’s general election.

Study Shows Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the watchdog explained in a report published ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these political entities, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their ideological beliefs, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an electoral contest that will be closely watched across the continent for the showing of the PVV.

The far-right party of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA seems to be closing, with many voters still undecided.

All major parties have ruled out an alliance with the Freedom party, implying the party that comes second is most likely to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
